Experts in human resources management noted that lack of staff development and motivation leads to low productivity and job dissatisfaction. Thus the paper intended to seek for efficient strategies towards the reform of staff development and motivation. Conceptual and theoretical frameworks were examined in qualitative research method. Factors for enhancing staff development and motivation is acknowledging the fact that staff development continues throughout working life, such as induction training and appraisal, an awareness of the importance of continuous learning, providing staff with access to varieties of learning experiences like seminars, workshops, conferences etc, motivating and rewarding all staff in the learning/working environment. As a result of this, compensation and reward, training and development, conducive working environment, good welfare packages, positive reinforcement, relationship with co-workers and managers, mentorship and guide were seen as factors that enhance staff development and motivation. Recommendations that would help to eliminate the constraints to staff development and motivation were also made.
