This study examines leadership strategies that facilitate the successful implementation of e-government and information and communication technology (ICT) initiatives in public administration. Using a structured literature review approach supported by a systematic search of scholarly literature, the study synthesizes evidence from 53 scholarly publications published between 2016 and 2026 retrieved from major academic databases. The review focuses on leadership practices that influence the planning, implementation, and sustainability of digital transformation in the public sector. The findings indicate that transformational leadership provides the vision and motivation required to drive organizational change, while strong top management support ensures strategic direction, resource commitment, and institutional backing for digital initiatives. The review further demonstrates that effective communication, employee engagement, and continuous investment in digital skills development help reduce resistance to change and strengthen organizational readiness for digital transformation. Collectively, these leadership practices foster innovation, collaboration, and improved public service delivery. The study concludes that effective leadership remains a critical enabler of successful e-government implementation and sustainable digital transformation in public sector organizations. The review highlights the need for greater attention to context-specific leadership strategies, particularly in developing countries where institutional, infrastructural, and resource constraints continue to influence digital transformation outcomes. The study is limited to English-language publications within the selected review period.
